Thank you for your request dated Aug 04, 2022 10:25:11 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. This pertains to your inquiry about the Tertiary Education Subsidy (TES) program coursed through CHED Freedom of Information. To answer your question, all undergraduate Filipino students officially enrolled in CHED Recognized Institutions and Programs, which includes state universities and colleges, may apply in TES regardless if the classes are conducted face to face or online. The UniFAST is an attached agency of CHED that implements the Tertiary Education Subsidy (TES) program under R.A. 10931 or the Universal Access to Quality Tertiary Education Act. TES program is NOT a scholarship but a grant-in-aid program that provides ₱40,000 subsidy to eligible undergraduate college Filipino students enrolled in State Universities and Colleges (SUCs) and Local Universities and Colleges (LUCs), and ₱60,000 in CHED-recognized private higher education institutions (PHEI) and programs. Please be informed that due to limited funding/slots, granting of TES is subject to the following system of prioritization categories: 1. Continuing TES student-grantees; 2. Students enrolled in private HEIs located in a city or municipality with no existing SUCs and CHED-recognized LUCs provided they submit documents certifying their residency in the same city or municipality where the PHEI is located; and 3. Students who are part of the Listahanan 2.0 of DSWD. After the validation period of existing/continuing grantees during the 1st Semester of AY 2022-2023, the submission of applications for TES will open if there are available funds/slots to accommodate new grantees. Once officially enrolled, the student applicant may coordinate with the TES Focal Person of the school to ensure his/her name is included in the list of applicants that they will upload into the TES Online Portal of UniFAST. Take note that the submission of applications does not guarantee approval in TES because all applications will undergo assessment, ranking and validation processes. As much as we want to give TES to all poor and deserving students, the budget or the number of available slots is limited and we are bound to follow the above-mentioned prioritization provided in the law. If the student qualifies after the assessment process, documentary requirements should be submitted to the school which they will forward to the CHED Regional Office for validation and verification process. Once the validation process is completed, the UniFAST will release the official Masterlist of TES grantees to the HEIs to inform those who are qualified and start the billing process grants in the CHED Regional Offices.
