Greetings!
Sir/Madame,
I know a certain fireman in region ix who wasn't able to finish the basic fireman course because of his medical condition, but against all odds he was still appointed as FOI. I just want to know the BFP's justification on this matter. Is this legally allowed? Thank you and more power. Mabuhay ang BFP!!

Dear Mark Dominhel Palma,
Greetings!
Thank you for your request dated Dec 19, 2021 01:36:56 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.
All recruits of the BFP are medically screened at the time of entry into the service. Once our medical staff clears the individual, he takes an Oath of Office and is issued an appointment by the Civil Service Commission. He/she is then deemed as a personnel of the BFP even before his/her formal training at the National Fire Training Institute. Any medical condition that may arise from the training are brought up to the Medical Board for re-evaluation.
If you wish to push through with a formal complaint, there is a procedure that must be observed:
Under Section 11, Rule 3 of the Rules on Administrative Cases in the Civil Service, the complaint shall contain the following:
1. Full name and address of complainant;
2. Full name and address of the person complained of as well as his/her position and office;
3. A narration of the relevant and material facts which shows the acts of omissions allegedly committed;
4. Certified true copies of documentary evidence and affidavits of his/her witnesses, if any; and
5. Certification of statement of non-forum shopping.
You can then file the complaint personally at the Internal Affairs Section/Unit of the BFP Regional Office nearest you at the following Directory reference: https://bfp.gov.ph/bfp-directory/#.YetJ4P5ByUk.
