I refer to my letter of Oct 05, 2023 09:02:16 PM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Income Tax Return (BIR Form No. 1700) and/or BIR Form No. 2316.

In order for us to work further on your request, we need more information from you regarding your query.  Please be informed that BIR Form 1700 is the income tax return filed by a local employee who did not qualify under the substituted filing (the certificate of tax withheld – BIR Form 2316 issued by the employer serves as the 1700 or Income tax return of the employee). In particular, it would be helpful to know the following details:

1)	What is the Complete name indicated in the Income Tax Return you filed?
2)	What is your Tax Identification Number as indicated in your filed return?
3)	What Revenue District Office No. did you file your form 1700?
4)	Did you file online or over the counter?

Please be informed further that the Revenue District Office (RDO) does not have copies of the “No Payment” returns filed either through eBIRForms or eFPS.

It is to note further that Income Tax Returns are being filed by the taxpayer himself at the Revenue District Office having jurisdiction over the registration of the said TP and as such, this is not actually issued by the BIR. Details input on the Income tax Return will voluntarily come from the TP.

During the period of us awaiting your reply, your request will be put on hold. If we do not receive a reply on or before Dec 29, 2023 11:50:45 PM, your request will be closed.

Based on the reason stated below, we resolve to deny your request as to the following information:   Copy of your ITR for the year 2019-2022.

We regret to inform you that your request cannot be processed because based on our records, your employer failed to submit a CD of scanned copies of Certificate of Compensation Payment/Tax Withheld (BIR Form 2316) for the year 2019-2022.
