You asked for a copy of the Implementing Rules and Regulations of RA No. 11188 or the “Special Protection of Children in Situations of Armed Conflict Act.”
Response to your request
Your FOI request is approved. We would like to provide you with the following information with a copy of the IRR of RA 111888:
On January 10, 2019, Republic Act 11188 entitled “An Act Providing for the Special Protection of Children in Situations of Armed Conflict and Providing Penalties For Violations Thereof was signed into law. Pursuant to Sec. 33 of this law, the CWC, the member-agencies in the Inter-Agency Committee on Children in Situations of Armed Conflict (IAC-CSAC) in partnership with UNICEF Philippines, the Philippine Legislators’ Committee on Population and Development Foundation (PLCPD), drafted the Implementing Rules and Regulations (IRR) of this Act.
Its corresponding implementing rules and regulations were signed on June 4, 2019, after a series of 8 inter-agency consultations in NCR, Luzon, Visayas, Mindanao (covering BARMM and Non-BARMM areas), and 2 workshops with children in BARMM and CAR, and a Focus Group Discussion with the Family Court Judges.
Attached is a copy of the Compendium of Materials on Children in Situations of Armed Conflict, which contains not only the IRR but also Republic Act No. 11188, Protocol of Handling Children in Situations of Armed Conflict, and List of Grave Child Rights Violations.
