IDENTIFICATION CERTIFICATE, consist of personal information that is protected under the Data Privacy Act 2012, comprehensive and strict privacy legislation “to protect the fundamental human right of privacy, of communication while ensuring free flow of information to promote innovation and growth.” Other ways are to authorize someone with Special Power of Attorney or with court order. I appreciate your specific and thorough response. I applaud you for your online response system. I submit this analagous scenario. My sister was able to go to the PSO (formerly NSO?) in Iloilo and request a copy of her record of birth (a form she had completed in the United states) that had been appropriately filed here following the chain of command (for lack of a better descriptor, but nevertheless admirable). Within less than 2 hours, that agency was able to provide her with a certified copy of her form. That agency typically requires an appointment, but also offer an appeals desk wherein we were able to recieve a same-day appointment and as mentioned earlier, procured said paperwork. My second example, a person filed for a philippine passport in the United States. They were traveling to the phiilippines (a province) and were able to pickup the passport in the province by paying a small fee in the US to have the passport rerouted to the province. I give these examples in that I will travel to Manila to request my certifiec copy of the form, but other agencies have made it possible to fulfill government transactions locally rather than in Manila. I think it would prove less of an hardship for balikbayans to be able to maximize their time in their respective localities. Thank you for listening.
