Hi! I would like to make a request on information for a Identification certificate for my passport renewal here in Philippines. I am a dual citizen, both Philippines and USA. My citizenship is from my mother who married my father who is an American, and became an American citizen. I have my papers on my Consular Birth abroad papers from the USA Embassy as well as my Philippine birth certificate, since I was born here. I am expected to leave Philippines at the end of the year and I need to renew my passport. Thank you!

I refer to my letter of Jul 27, 2023 04:54:45 PM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Identification certificate for Passport renewal.
In order for us to work further on your request, we need more information from you regarding your query.
Have you undergone the process of Recognition as a Philippine Citizen at the Bureau of Immigration? Also, it is quite unclear how you acquired your foreign citizenship, can you further elaborate regarding the statement "My citizenship is from my mother who married my father who is an American, and became American Citizen"
With that statement, were you born to an American Father or did you derive your citizenship from your mother who was later on naturalized as a US Citizen?

Hello, thank you for the response. My apologies on the previous statement, I was referring to how she acquired her citizenship. I was born with an American father and a Filipino mother stated also in my birth certificate, and my Consular Report.
Last time I have gotten my passport renewed and taken oath was 2014, when I was a minor. I have not yet taken the Recognition as a Philippine Citizen, if that's what's needed to get a copy of my Identification Certificate needed to renew my Philippine passport as an adult.

Your Request
You asked for Identification certificate for Passport renewal.
Given the statements in your succeeding response, it would appear that you are qualified for Recognition as Philippine Citizen, you may refer to the checklist attached to this response should you opt to apply.
Kindly note that additional requirements may be required and recommendations may vary upon on-site evaluation.
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to [email protected]. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
