I refer to my letter of Nov 13, 2019 09:38:44 AM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for i-Act's Memorandum of Agreement.
Per memorandum released by our Legal Affairs Office last 24 August 2018, any person who request information or documents in DOTr via the eFOI portal should "reasonably describe the information requested, and the reason for, or purpose of, the request for information." This also in accordance to E.O No. 2, s. 2016.

Good Afternoon. I am Ellaine Mills, 4th year college student taking up AB Political Science from the University of Santo Tomas. As a graduating student, we have an individual thesis for our requirement. The purpose of the request is for my study entitled, "An Assessment on the effectiveness of i-Act's Task Force Kamao in regulating the Franchise of UV Express vehicles in the National Capital Region". The i-Act's Memorandum of Agreement is an important document for my thesis as I need a policy basis for my study. As stated in the formation of the i-Act, there is a memorandum of agreement headed by the DOTr to exercise" overall policy control, direction and supervision". The specifics that I needed are the functions and the procedures on how the member agencies of i-Act.
