February 23, 2023 Dear paul david veejay, Greetings! Thank you for your request dated Feb 09, 2023 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for human trafficking victim BABYLYN HERNANDO GARFERIO. Response to your request We were able to determine that your request must be in a form of Verified Complaint against a certain foreign national/s. Further, you may send your verified complaint with the BI official email ([email protected]), and kindly attach other documents in support of your complaint. Passenger may be deferred to depart if with existing Hold Departure Order, Watchlist Order, or Alert List Order issued against the passenger. Thus, you may file a case against an individual for offense committed and thereafter file for Hold Departure Order, Alert List Order or Watchlist Order to prevent a certain person. Travel records of a certain passenger cannot be disclosed and should be filed personally in BI Main office by the owner of the information. Travel Record consist of personal information that is protected under the Data Privacy Act 2012, comprehensive and strict privacy legislation “to protect the fundamental human right of privacy, of communication while ensuring free flow of information to promote innovation and growth.” Other ways are to authorized someone with Special Power of Attorney or with court order. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to the BI Commissioner, NORMAN G. TANSINGCO, Bureau of Immigration, Magallanes Drive, Intramuros, Manila. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
