6 March 2020 Dear Mr. Lourence Buenaventura, Greetings! Thank you for your request dated 4 March 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You requested information on whether the Job Order (JO) employees / Memorandum of Agreements (MOA) workers are entitled to receive Honoraria when they are designated as members of the Technical Working Group (TWG), in addition to their regular functions outside the procuring units of the Office. Response to your request Unfortunately, the DSWD does not have the information you need. Thus, we are constrained to deny your request. It is the Civil Service Commission (CSC) that may have the data you require. Under Executive Order No. 292, the CSC is the government agency that has the function to formulate policies and regulations for the administration, maintenance and implementation of position classification and compensation and set standards for the establishment, allocation and reallocation of pay scales, classes and positions. Hence, you may wish to direct your request to the CSC by submitting a request to the CSC via this portal. You may also contact the CSC by telephone at 8931-7935 or 8931-7939. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary ROLANDO JOSELITO D. BAUTISTA at DSWD-Central Office, IBP Road Batasan Pambansa Complex, Constitution Hills, Quezon City.
