Hi! I would like to request information similar to https://www.bls.gov/news.release/cesmy.nr0.htm or https://www.bls.gov/cex/. I am also wondering why our PSA does not regulary collect this information when it is their mandate (https://psa.gov.ph/content/mandate), Prepare and conduct periodic censuses on population, housing, agriculture, fisheries, business, industry, and other sectors of the economy, and the policy of RA 10625, to promote the orderly development of a statistical system capable of providing timely, accurate and useful data for the government and the public,

Thank you for the response. I appreciate the available data that you can provide. However, if the information would not be recent, 2017, I would like an explanation why we are not regularly collecting this data like our US counterparts. I noticed that the most recent data we have is 2015 and do not understand why this metric isn't regularly being updated and used to monitor our country's current health and growth. Does this mean there is a better metric available to know the status of our country's income earners? Is the 2015 study of PSA enough to make good judgements about our country? Isn't there any other government agency (like legislation) concerned about the updated results of such a study? Good decisions are a product of being well informed.

Dear Antonio III de Jesus,
Greetings!
Thank you for your request dated May 08, 2018 01:45:08 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.
Your Request
You asked for Historical Monthly Consumer Expenditures Update Per Region similar to US Bureau of Labor Statistics.
Response to Request
Your FOI request is approved.
Family Income and Expenditures Survey (FIES) is conducted on a nationwide basis by the NSO (now PSA) every three years since 1985.
FIES obtain data on the income and expenditures of families for one whole year. Other than poverty incidence, FIES also gives the distribution of families by income class, income decile distribution, sources of income, spending pattern by income class and poverty related indicators like housing characteristics.
However, during periods when FIES is not conducted, there are no available statistics to use in assessing and monitoring poverty. Hence, APIS was undertaken.
APIS was first conducted in 1998 as a rider to October 1998 Labor Force Survey (LFS). It was funded by the European Union Meeting-Trust Fund through World Bank and United Nations Development Program. Relevant information on the impact and coping of the families to the Asian economic crisis and knowledge of women 15-49 years old in the family regarding family planning were revealed in the questionnaire. APIS 1998 also used APIS Form 1A questionnaire which gathered infrastructures and services availed in the sample barangay. These include street pattern, access to national road, presence of town/city hall and provincial capitol, chapel, plaza, cemetery, libraries, hospital, telephone, telegraph, etc. and the presence of establishments in the barangay.
In 1999, APIS was a rider to October 1999 LFS. The subsequent rounds of APIS were rider to the July round of LFS. The 1999, 2002, 2004, 2007 and 2008 APIS were locally funded.
APIS was not conducted in 2001 and 2005 due to budgetary constraints.
Also, please note that FIES is an extensive and expensive survey.
