Good day! In behalf of Digos Water District (DWD) I would like to ask for clarification on how we could handle suppliers that failed to receive Purchase Orders (PO). To give a background: 3 POs were sent to a winning bidder thru their registered email on June 7, June 15, and June 26, 2023, respectively. After such communication, the supplier cannot be contacted (no replies) thru email nor thru calls, except for 1 signed PO returned in Aug 9, but no deliveries made. Q: Can we declare the said bidder to be non-responsive? Q: Can we proceed to award the items to the next lowest bidder?
