The R.A. 9184 IRR does not have specific stipulations for online software subscriptions, specially for products/services not available in the local market. Specifically: (1) Most service providers are foreign and will only accept credit card or paypal mode of payments which are not available in our agency; (2) Being foreign proprietors, they are also reluctant with registering through PhilGEPS; and (3) Can we request for guidance on the proper process to follow please?

Your Request
You asked for applicable guidelines for the procurement of online software subscriptions which are not available in the local market.
Response to Request
Your FOI request is approved.
I enclose a copy of Government Procurement Policy Board (GPPB) Resolution No. 05-2022 which became effective last 6 October 2022, providing the rules for direct retail purchase of online subscription. It includes the procurement of computer software and applications not available in the local market.
Payment via credit card is the only acceptable mode of payment. For its use, the HoPE or his/ her duly authorized representative is required to issue a certification stating that it is the more expeditious and inexpensive mode of payment, in accordance with Commission on Audit (COA) Circular No. 2021-014.
Please note that all GPPB Resolutions, including the one attached, are accessible online.
Your right to request a review
