Dear Commission on Higher Education (Central Office), Good day! We have read CHED Memorandum Order No. 52 Series of 2006, "New Policies and Guidelines for the Grant of Autonomous and Deregulated Status to Selected Private Higher Education Institutions with Benefits Accruing Thereto", specifically the General Criteria for Selection. We wish to make some queries for the sake of clarification. Who should we address this to?

Hi Sir/Madam, Good day! Thank you for responding! We wanted to make the following clarifications: 1. The Cooperative College of the Philippines already has juridical identity and has partnerships both internationally and domestically. Will we be able to apply for autonomy or a deregulated status? 2. How many years do we have to be in operation before we can apply for autonomy or a deregulated status? 3. Do we have to adhere to the basic requirements, such as: a physical campus, faculty & staff, and accreditation?

March 25, 2022 Dear JBR Emmanuel Talipan, Greetings! Thank you for your request dated Feb 08, 2022 03:11:49 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. You asked for Grant of Autonomous or Deregulated Status. Your FOI request is approved. I enclose a copy of the information you requested. In terms of your questions: 1. The Cooperative College of the Philippines already has juridical identity and has partnerships both internationally and domestically. Will we be able to apply for autonomy or a deregulated status? Response: All private higher education institutions operating in the Philippines may apply for autonomous/deregulated status. However, you have to wait for the call for submission of application. 2. How many years do we have to be in operation before we can apply for autonomy or a deregulated status? Response: There is no prescribed number of years for autonomous and deregulated status. However, the evaluation criteria for commitment to excellence and criteria for Institutional Sustainability and Enhancement particularly program accreditation does require a certain number of years. 3. Do we have to adhere to the basic requirements, such as: a physical campus, faculty & staff, and accreditation? Response: HEIs applying for Autonomous and Deregulated status are expected to be compliant with the minimum and even beyond the requirements prescribed by CHED. Please note however, that CMO 46, series on 2014 is currently being reviewed by the Commission. There is a possibility that the guidelines and criteria will be revised. Thank you.
