During the 2013 & 2018 Barangay and SK Elections, the GPPB issued Circulars clarifying the prohibited activities in relation to the conduct of the abovementioned elections. This year, the GPPB website does not show any circular in relation to the conduct of the 2023 Barangay and SK elections.
The 2013 and 2018 circulars show that the awarding of NOA is prohibited during the Election Period. On the contrary, looking at COMELEC Resolution No. 10905, s. 2023, Section 261 (w) is not mentioned, while Section 261 (v) is only prohibited during the campaign period. May we request for a clarification

Thank you very much. Just an observation also, NPM No. 003 - 2022, the most recent issuance of the GPPB relates to the 2022 National and Local Elections, not to SK and Barangay Elections.

Dear Engr. Salazar,
Thank you very much for the prompt action. May I just clarify when do we expect the issuance? It is because if we follow the previous issuances, we are already prohibited to issue NOA on Aug 28. We are just concerned because we might exceed the maximum allowable number of days under the IRR if ever the good Board decides that the prohibition is only during the campaign period (which is already on October 19-28). Again thank you for your understanding.
