Good Day,

My son is a graduating high school student. He had a behavioral case that was RESOLVED but the school declined to issue him a certificate of good moral character. How got admitted to a university, however, one of the requirements to enroll is the good moral character document. How can he enroll if the school refuses to issue the said document?
