An agency where I am employed is an attached corporation to the Department of Agriculture (DA). The attachment of the agency with DA is for program and policy coordination. The agency is governed by a separate board of directors and as per its enabling law it is being headed by an Administrator. In Nov. 30, 2023, the DA Secretary issued a MEMORANDUM directing ALL of its attached agencies, bureaus and CORPORATION to transmit all requests for Foreign Travel Authority (FTA) for his/her approval. Who shall approve the FTA of an employees of an attached GOCC who are NOT presidential appointee?

January 10, 2024 Dear FOI Requestor, Greetings! Thank you for your request dated Jan 10, 2024 02:42:36 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your Request You asked for FOREIGNTRAVEL AUTHORITY. Response to Request Your FOI request is approved. As per DA Personnel Division, all travel authority under the Department of Agriculture (including its Attached Agency, Bureaus and Corporation) shall be signed by the DA secretary. To secure its approval, please comply all the attached documents and submit it to your Personnel/HR Division. Your agency's PD shall be the one who will course through our TA to the Central office. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to [email protected]. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request. If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011). Thank you.
