14 April 2021 Dear Mr. Cleu Cesar Limpin, Greetings! Thank you for your request dated 10 March 2021 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You requested for the following information: Data of Food Waste in NCR, specifically the data including the monthly amount of waste collected for the past 5 years (2016-2020). And if applicable can it be categorized per city of NCR. Response to your request Unfortunately, the DSWD does not have the information you need. Thus, we are constrained to deny your request. While the DSWD is the main coordinating agency per Republic Act No. 9803 or the Food Donation Act of 2009, it seems that each member of the Inter-Agency Committee created by the Implementing Rules and Regulations of RA 9803 has its own operational plan and guidelines. For example, the Department of Interior and Local Government has crafted Memorandum Circular No. 2010-108 entitled “Implementation of Republic Act No. 9803, otherwise known as the “Food Donation Act of 2009,” available online at https://www.dilg.gov.ph/issuances/mc/Implementation-of-Republic-Act-No-9803-Otherwise-Known-as-the-Food-Donation-Act-of-2009/270. Thus, the data of food waste per city of NCR might be with the DILG. You may wish to direct your concern to the DILG by submitting a request to them via this portal. You may also contact them by telephone at 8876-34-54 or fill-out the form located at their Public Assistance Center page at https://www.dilg.gov.ph/public-assistance-center. Further, as you want disaggregated data per city of NCR, each city/municipality of NCR might have the data for their respective LGU. You may want to direct your request per NCR LGU. Your right to request a review If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary ROLANDO JOSELITO D.
