Hi! I saw a similar request regarding food waste and R.A. 9803.
I would like to request for more information regarding the "Food Donation Act of 2009" or possibly the newer "Food Waste Reduction Act" or H.B. 8873, beyond just the actual document.
What are the operational plans and guidelines for the act? Where would the food surplus go? Which agencies would be involved?

Dear Ms. Kayla Ong,
You requested for more information regarding the “Food Donation Act of 2009” or possibly the newer “Food Waste Reduction Act” or HB 8873 specifically on: “(1) What are the operational plans and guidelines for the act?; (2) Where would the food surplus go?; and (3) Which agencies should be involved?”
Unfortunately, the DSWD only has information regarding the DSWD operational plans and guidelines on the “Food Donation Act of 2009.” Thus, we shall partially grant your request and we shall refer your request with respect to this matter to the proper DSWD office.
It seems that each member of the Inter-Agency Committee created by the Implementing Rules and Regulations of RA 9803 has its own operational plan and guidelines. For example, the Department of Interior and Local Government has crafted Memorandum Circular No. 2010-108 entitled “Implementation of Republic Act No. 9803, otherwise known as the “Food Donation Act of 2009,” available online at https://www.dilg.gov.ph/issuances/mc/Implementation-of-Republic-Act-No-9803-Otherwise-Known-as-the-Food-Donation-Act-of-2009/270.
Thus, you may wish to direct your request to each member of the Inter-Agency Committee, including the Department of Health, Department of Agriculture, Office of Civil Defense and the Food and Nutrition Research Institute.
Regarding data on House Bill No. 8873, you may wish to address your query to the House of Representatives.
