Hi, I would like to inquire if EO77 covers externally funded projects? Prior to EO77 our University has its own BOR (Board of Regents) approved rates including daily subsistence allowances (DSA) for travel. Does EO77 repeal our university's rates? Thank you

Greetings!
This refers to inquiry on whether Executive Order (EO) No. 77 covers externally funded projects.
As specifically provided under Section 1 of subject EO, the provisions of the Circular shall cover all official foreign and local travels of government personnel, including the officials and employees of state universities and colleges.
Corollary, Section 21 of subject EO directs all heads of agencies to cause the preparation of internal guidelines on local and foreign travel of their respective personnel in order to provide (i) additional safeguards as best suited to agency conditions, (ii) address agency peculiarities, and (iii) ensure the judicious use of public funds.
