Greetings in the name of Public Service!
Section 11(a) of Executive Order No. 77, provides that:
"Pre-departure expenses not exceeding P3,500.00 shall be allowed to cover miscellaneous for taxicab fare, passport processing, immunization, and medical laboratory fees, photographs, porterage, airport terminal fees, if any and other related expenses.
At this juncture, may I clarify whether visa application fee is part of the P3,500.00 predeparture expense, and whether Reimbursement of visa application fee expenses in excess of PhP3,500.00 pre-departure expenses may be allowed?

Dear Anjo Ellis Padilla,
This refers to your query on whether visa application fee is part of the P3,500 pre-departure expenses, and whether reimbursement of visa application fee expenses in excess of P3,500 pre-departure expenses may be allowed.
May we highlight that Section 21 of EO No. 77 directs all Department Secretaries, and those of equivalent rank, to prepare and issue internal guidelines on local and foreign travel of their personnel in order to (i) provide additional safeguards as are best suited to agency conditions, (ii) address agency peculiarities, and (iii) ensure the judicious use of public funds.
We suggest that you coordinate directly with the responsible officials of your agency as regards your concern.
