Dear Sir/Madam, I would like to ask for documents relevant to any partnership/activity/engagement/donation that the University of the Philippines Diliman or its college/s has had with Philip Morris International/PMFTC/Inkompass, such as, but not limited to, memoranda of understanding/agreement, internship agreements, grants/donations/endowments, etc. Thank you.
December 17, 2018 Dear Mr. Allan Chester Nadate: This refers to your request dated December 16, 2018 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request: “… documents relevant to any partnership/activity/engagement/donation that the University of the Philippines Diliman or its college/s has had with Philip Morris International/PMFTC/Inkompass, such as, but not limited to, memoranda of understanding/agreement, internship agreements, grants/donations/endowments, etc.” Purpose/(s) stated for request – Policy formulation Since you did not provide proof of Filipino citizenship which is required under the UP FOI Manual, we regret that in the meantime we are constrained to DENY your request. Article III Section 7 of the 1987 Constitution which is the basis for the requirement under the UP FOI Manual states: “The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law.” Refer also to the FAQ at https://www.foi.gov.ph/help You must also submit the following certification as required by the UP System FOI Manual via email to [email protected] once you have re-filed your request via the eFOI portal. CERTIFICATION TO BE SIGNED BY REQUESTING PARTY WHO FILED VIA THE EFOI PORTAL AND/OR USED THE APPLICATION FORM IN THE EFOI PORTAL I declare that: a. the information I provided in the eFOI portal and/or the eFOI request form is complete and correct; b.
