7 October 2019 Dear Mr. Ivan Rivera, You requested for information on the following: “(1) Employment rate of the visually impaired from 2010 to 2019; and (2) The number of PWD Cards concerning the visually impaired you have produced within the year 2010 to 2019”. Unfortunately, the DSWD does not have the information you need. Thus, we are constrained to deny your request. Pursuant to Presidential Decree 1509, as amended, the National Council on Disability Affairs (NCDA) is the national government agency mandated to formulate policies and coordinate the activities of all agencies, whether public or private, concerning disability issues and concerns. They may have the data you need. Hence, you also may wish to direct your request to the NCDA. You may contact them by telephone at 932-6422 or via email at [email protected]. Further, pursuant to Republic Act No. 10754 [Act Expanding the Benefits and Privileges of Persons with Disability (PWD)], the DSWD does not issue PWD Cards directly. Issuance of PWD Cards has been devolved to the local government units through the Municipal or City Social Welfare Development Office.
