25 June 2020 Dear Ms. Melanie Anselmo, Greetings! Thank you for your request dated 9 June 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You requested the following: (1) List of SAP Second tranche beneficiaries in Region 3; and (2) Inclusion in the second tranche because you are a waitress and the sole breadwinner of your family because your husband can’t work and your father did not receive anything even though he is a jeepney driver. Response to your request Unfortunately, this is not a valid Freedom of Information (FOI) Request. Thus, we are constrained to deny your request. However, you may contact the DSWD Social Amelioration Program Hotline Numbers at telephone number 16545 or by cellular phones through calling 09474822864 (Smart), 09162471194 (Globe) or 09329333251 (Sun) or texting 09189122813 or by e-mail at [email protected] to inquire about your concerns and/or report irregularities about the Social Amelioration Program brought about by the COVID-19 pandemic. According to MC 009, s. 2020 entitled Omnibus Guidelines in the Implementation of the Emergency Subsidy Program of the Department of Social Welfare and Development and is available at https://www.dswd.gov.ph/issuances/MCs/MC_2020-009.pdf, it is the barangay that chooses the SAP beneficiaries. Specifically: X. Role of the LGUs The LGU shall perform the following: xxx 2. Prepare the list of target beneficiaries/clients as stated above; xxx For number (1), as to the publication of names, the Department of Interior and Local Government has already ordered each barangay to publish the SAP beneficiaries. Thus, you could inquire at your barangay regarding this matter. For number (2), you could inquire at your barangay regarding your non-inclusion and possible addition to the second tranche of SAP beneficiaries.
