Thank you for your request dated 8 May 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your request

You requested information on the following for transparency purposes: (1) Complete List of DSWD's SAP Beneficiaries at Brgy. San Luis, Antipolo City 1870 from March 25 up to present time; and (2) Name of the Personnels involved/Incharge at the SAP distribution (From LGU to DSWD).

Response to your request

Unfortunately, this is not a valid Freedom of Information (FOI) Request. Thus, we are constrained to deny your request.

For number (1), however, you may contact the DSWD Social Amelioration Program Hotline Numbers at telephone  number 16545 or by cellular phones through calling 09474822864 (Smart), 09162471194 (Globe) or 09329333251 (Sun) or texting 09189122813 or by e-mail at [email protected] to inquire about your concerns and/or report irregularities about the Social Amelioration Program brought about by the COVID-19 pandemic.

As to the publication of names, the Department of Interior and Local Government has already ordered each barangay to publish the SAP beneficiaries. Thus, you could inquire at your barangay regarding this matter.

For (2), pursuant to DSWD Memorandum Circular No. 9, series of 2020 entitled Omnibus Guidelines in the Implementation of the Emergency Subsidy Program of the Department of Social Welfare and Development available at https://www.dswd.gov.ph/issuances/MCs/MC_2020-009.pdf, the distribution of the SAP Emergency Subsidy program will be done by the LGU. DSWD’s role is only to transfer the fund to the LGU upon signing of the Memorandum of Agreement with the LGU, in this case, Antipolo City. It is the LGU’s job to distribute the same. Thus, you could also inquire at the Antipolo City LGU and your barangay regarding this matter.

Your right to request a review

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to Secretary ROLANDO JOSELITO D. BAUTISTA at DSWD-Central Office, IBP Road Batasan Pambansa Complex, Constitution Hills, Quezon City. If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
