Your Request You asked for Drone Regulations. Response to Request Your FOI request is approved. Please see below information in response to your inquiry. Please see attached Memorandum Circular 29-15 that contains CAAP's latest guidelines on RPAS use. In order to fly a drone, you will need to register your drone and obtain a controller's certificate. But if your drone is less than 7kgs and if you are going to use the drone for non-commercial/personal/recreational purposes, there is no need to register your drone and obtain a Controller's Certificate. There is no No Fly Zone Map of the Philippines but there are prohibited, restricted and danger areas which can be found in the Philippine AIP. The Malacañang Palace is a prohibited area. A circle radius 2NM centered on 14 35 36.6095N 120 59 29.1339E with an altitude of 5,500ft. In addition, no person may operate RPA within the following envelope unless prior approval has been granted by the Authority: (1) 400ft Above Ground Level (AGL); (2) 10 km radius from the Aerodrome Reference Point (ARP); Reference document: Philippine Civil Aviation Regulations (PCAR) Part 11, 11.11 (This document is also available at the CAAP website).
