According to: 

Undersecretary Claro Arellano noted that "there were no documents that would show the conduct of bidding to replace the expired contract of Employeasy Limited with the supposed new service provider Polaris Tools"

However, it is known that Allan Smith, Jalilo Dela Torre, and others provided emails, letters, and support signatures from agencies testifying as to the just nature of the bidding process.

I would like to know why these documents were ignored and request a copy of the DOLE report submitted by Arellano.
