According to DOLE, an investigation team came to Hong Kong and spoke to a number of individuals and agencies. However, the complaint letters submitted by the agencies (https://drive.google.com/drive/folders/1uiGijBHnzxLI8zKOuHTEelerL91c2lUJ?usp=sharing), are unsigned. Given such, I would like to know if there is a secret communication channel between these agencies and DOLE? How did DOLE know who to talk to and who submitted the complaints if the complaints are unsigned? Thank you.
