Department of Labor and Employment(DOLE)

In #DOLE-901518228393, DOLE stated that the details of the New POLO-HK Software/Contract Processing System were not confirmed. However, Labatt Dizon said when he left Manila on Feb 21 2020, the development of the system had already started.

Given that the development of the system started before Feb 21 2020, how can the Terms of Reference (TOR) still being developed as stated in #DOLE-901518228393.

I would like to receive a copy of the project description and contracting agreement.
