Dear DOE, May I please request for information regarding the approval process for developing and implementing large hydroelectric power projects (HPP) in the Philippines? Specifically, I would like to know what the steps or phases and pertinent regulatory requirements are from the approval of the application to implementation of large HPPs in the Philippines. If possible, can you kindly include the appropriate rules and regulations that serve as a reference for this process? Additionally, may I know at what capacity (in MW) would an HPP be classified as "large"? Thank you for your service!
May 3, 2019 Dear Raphael Aaron, Greetings! Thank you for your request dated Apr 26, 2019 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for DOE Approval Process for Developing and Implementing Large Hydroelectric Power Projects. Response to your request We were able to determine that this particular information is already available online. In addition, the approval process for developing and implementing large hydro power project (50MW and above) is governed by Department Circular No. DC 2009-07-0011. Hydro developers shall be legally, technically and financially qualified to be issued a Hydropower Service Contract (HSC) to have an exclusive right in a particular area for the next twenty five years. Hydro developers are required to comply with permits and licenses from concerned government agencies such as: 1. DENR 2. NCIP 3. LGU 4. NGCP 5. ERC 6.
