The Police trainee was caught with "kodigo" before the examination starts. Administrative case for Grave Misconduct (Violating Honor Code - Cheating). Is the person will be still able to re-apply to PNP or other agency like BFP, BJMP or AFP?

Good day sir/mam,
May I follow up for this inquiry request about Terminated Police Trainee from Police Service. The terminated police trainee didn't file appeal on NAPOLCOM since his answer on the Case is admission of guilt. I would also want to know if the trainee can apply for re-employment. Under PNP Memorandum Circular No. 2017-035 Procedure in the Termination of Service of Police Trainees in Temporary Status, Paragraph E, Sub Para (19) That the Police Trainees who was terminated may be re-employed back to the Police Service. Is this applicable to terminated Police Trainee?
Looking forward for your response. Thank you
