Greetings! The requester herein is currently detailed at the Legal Services Department of the Philippine Ports Authority (PPA LSD) at its Head Office in Port Area, Manila. Our department was inquired recently on the validity of certain municipal ordinances which seem to go beyond the limitations on the power of local governments to impose local taxes or fees. Hence, we were asked to render an opinion on the matter. For this purpose, the requester, in behalf of PPA LSD, respectfully asks to be furnished a copy of DILG Memoranda Circular No. 2006-70 and 2011-151. We hope for your kind perusal.

Greetings! The requester herein seeks feedback on our prior request to be furnished a copy of DILG Memoranda Circular No. 2006-70 and 2011-151. The request was filed last May 10, 2019. PPA was inquired recently on the validity of certain municipal ordinances which may seem to go beyond the limitations on the power of local governments to impose local taxes or fees. PPA seeks the guidance of the said Memoranda to determine whether or not the charging of said fees encroach the power of PPA to charge its own fees, as provided under P.D. 857, as amended. We hope for your kind perusal.
