20 June 2022 Ref. No. FRO-2022-0615-19 Dear Mr. Baguio: This pertains to your request dated 15 June 2022 under Executive Order No. 2 (s. 2016) on Freedom of Information (FOI) in the Executive Branch. Said request was referred by the City Government of Imus – Local Housing to our Office, the Technology Application and Promotion Institute under the Department of Science and Technology (DOST-TAPI). The said request was received by the DOST-TAPI FOI Receiving Officer on 17 June 2022 with Ticket No #TAPI-035694298280 for appropriate action. In your request, you would like to seek details of the Venture Financing Program (VFP) for the commercial production of organic fertilizer out of chicken manure and bagasse. While our aim is to provide information whenever possible as stated under Executive Order No. 2 (s. 2016) on FOI, we regret to inform you that your request is DENIED since the said information is proactively disclosed in our website at www.tapi.dost.gov.ph. Nevertheless, please find below information for your easy reference: DOST-TAPI's Venture Financing Program (VFP) aims to accelerate the commercialization of innovative technologies or inventions by providing the necessary funding support to start-ups, Small Enterprise Technology Upgrading Program (SETUP) beneficiaries, and other micro small and medium enterprises (MSMEs). The Program shall determine and package the commercialization activities needed for a particular technology. The Program has the following special facilities that provide distinct services to MSMES: 1. Venture Financing Program (VFP) for Start-Up and Technology-Based Projects - utilizing emerging technologies and/or innovative technologies to improve production efficiency, increase income and sales and improve product quality to be refunded by the Proponent without interest.
