Introduction
The effect of pandemic have a large impact to the tourism industry of the Philippines. The Department of Tourism said that the number of foreign visitors who arrived in the country plummeted by 83.7% last year amid coronavirus restrictions. In its year-end report for 2020, the DOT said that largely due to border closure, the Philippines only received some 1.3 million international tourists, down from around 8.2 million arrivals in 2019. The total amount of receipts generated from inbound tourism, or the expenditure of foreign visitors, consequently plunged by 83.12% — from an estimated ₱482.16 billion in 2019 to ₱81.4 billion in 2020. For 2021, the DOT said it will focus on domestic tourism recovery.
To help boost the tourism of the country, the local government of Pasig is planning to intensify and widen cultural tourism of the city. According to Christa I. De La Cruz Pasig is home to a number of artists that helped shape the Philippine art scene. It was one of the many towns and cities which used to be part of Rizal province itself and a Provincial capitol building was built for this new province back then but the provincial government decided to move out and abandon the area after world war II.
The proposed Revitalization of Old Rizal Provincial Capitol building, is a restoration of heritage site into Contemporary playpark art museum that provide insights to local and foreign tourist to the culture of Pasig City. Promoting Pasigueño’s talent merging with play park related to art culture will be an easy and enjoyable way to be remembered and understood by those from different cultures and helps activate the user’s internal development process when interacting with other people and their environment. According to the National Art Education Association (NAEA), this educational way of teaching through Art museums are supported by recent neuroscience and psychology research, which demonstrates that cognition develops through processes of interaction with our environment and our social world.
1.2 STATEMENT OF THE PROBLEM
According to urban roamer, Since the relocation of the Rizal Capitol in Antipolo, the old Rizal Provincial Capitol building which is currently located in Pasig is left in ruins. Continuous dilapidation of the building will affect its structural integrity and may loss the heritage structure if there is no action from the local government. The Pasig’s Local Development and Investment Program, is planning to enhance and expand the cultural tourism program of the city.
By revitalizing the Old Rizal Provincial Capitol building into contemporary playpark art museum would help both the local government’s plan and Pasigueño artists express their talent and promote their culture. With regards to this, these are the issues that the proposal should consider:
• Cautious planning of heritage site.
• Approach to the community
• Threatening impacts of climatic, geological, or other environmental factors.
• Rejuvenation of the Ruins
1.3 PROJECT GOALS OBJECTIVES
1.3.1 GOALS
• Preserving the Historical landmark.
• To boost the tourism of the city.
• To promote cultural tourism by harmonizing with architecture.
• To educate local and foreign countries about the culture of Pasig City.
1.3.2 OBJECTIVES
• To exhibit local products and galleries showcasing stories of the Pasig’s culture.
• To prioritize resident’s opportunity to work at the establishment; sharing their expertise, knowledge, and experience at the site to the tourists for better understanding of the culture.
• To offer enjoyable, educational activities and appropriate mental and physical exercise.
• To provide the best user experience that will, in turn, acquire good reviews leading to more advertising options.
