We, Xandriane E. Loriega and Josie Jane T. Tambirao, fourth year Bachelor of Arts (History) students from the University of the Philippines Visayas, Miagao, are conducting our research entitled, ‘The Martial Law Narrative: A Discourse Analysis of Selected Public Elementary Textbooks’.
Our research requires us to gather data about specific Department of Education (DepEd), formerly Department of Education, Culture and Sports (DECS), memorandum and guidelines that pertain to the following:
1. Approved History / Araling Panlipunan / HeKaSi textbooks for Public Elementary Schools from the year 1987-2012 falling under the New Elementary Schools curriculum (NESC), Basic Education Curriculum (BEC), and Restructured Basic Education Curriculum (RBEC).
2. Guidelines for Textbook procurement, assessment, and approval under the 1982 Instructional Materials Corporation from it's creation until the end of its term.
3. Appointment information and job description of the Instructional Materials Council Secretariat and all documents pertaining to the role the Secretariat holds.
4. The guidelines for textbook procurement, assessment, approval under the Instructional Materials Council since its creation.
The purpose of our study is to be an extension of how the Ideological State Apparatus operates in the educational setting and the influence of various entities which controlled it. This study analyzes the historiography of Marcos-era Martial Law narratives in public elementary textbooks through the framework of Louis Althusser’s Ideological State Apparatus (ISA). This will serve as an extension of how the textbook, as a tool of the educational ISA, operated and how it was utilized during the time period of 1987-2012. Furthermore, over this period, there has been transitions and shifts of power in the control of historical narrative writing in public school textbooks from the state to private book publishers. Whoever writes the narrative controls what kind of history will be the representation of such a past. This study intends to understand and analyze how these shifts in jurisdiction and control influenced and shaped the narratives of Marcos-era Martial Law as reflective of the narratives written in public elementary textbooks during this time. This research output will be in the form of an Undergraduate Research Paper. Below is the abstract of the study:
Abstract
The recent issues have expressed a concern over the muting of certain trajectories of narrative of the Marcos-era Martial Law in public school textbooks. This work is a discourse analysis of the narratives of Marcos-era Martial Law in textbooks utilized by Grade 5 public elementary schools across three (3) curricula (1987-2012) post Marcos-era Martial Law through the lens of Althusser’s Ideological State Apparatus (ISA). This research provides a history of the changes in the Marcos-era Martial law narrative in public elementary textbooks across 3 curricula: New Elementary Schools Curriculum (NESC), Basic Education Curriculum (BEC), and the Restructured Basic Education Curriculum (RBEC). This is a critical reading of the content of textbooks which argues that textbooks are a tool of the Educational Ideological State Apparatus and that the entities which control it can change over time. In the post-Martial Law narratives, these textbooks are controlled by the state, and after the implementation of the RA 8046 on 1994, there has been a shift of control from the state to the private book publishers. This transfer of jurisdiction contributed to the changes in the narrative which ultimately paved way to the decline of the predominant narrative (Hustchison, 2007 )in the 1980s to the 1990s, and the restructure of the Martial Law narrative in textbooks from 2000 to 2012 (Zerubavel, 1999) which then resulted in its ‘muting’.
