POEA has requested a number of complainants submit "Sworn Affidavit, duly subscribed before the Philippine Consul". However, this is a concern because many OFWs do not have access to the Philippine Consul due to their working schedules and the non-working days of the Philippine Consul. There are also other practical concerns, I would like to ask: 1.) What rules of procedure, statute, or regulation requires complaints to be completed in this manner? (Agencies submit documents that are simply signed and they were accepted.) 2.) What is the definition of "sworn" and "subscribed"?
