May I ask for a copy of DECS Order 54, series of 1993 entitled “The DECS System of Ranking Positions and Employees” since I cannot find one online. Moreover, may I ask for some clarifications if it is in the power of the Division PSB to remove a Head Teacher 1 applicant from the initial ranklist despite being Rank 2 Overall and create a Category B/RQA B for the said applicant just because he/she is currently Teacher II, thus removing him/her from the Top 5 potential candidates for appointment? Thanks

I refer to my letter of Oct 01, 2018 about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for DECS Order 54, series of 1993 entitled “The DECS System of Ranking Positions and Employees”. In particular, I had requested specific information for you to clarify upon in order for us to proceed with the request.
As we have not received a reply within the 60-day working period since the letter requesting for clarification was sent out, we regret to inform you that this request will be closed as of Dec 24, 2018.
You may wish to submit a new request describing the specific information you are looking for, and we will be able to consider it under the guidelines as stated in Executive Order No. 2.
