You asked for DBM Budget Execution Guidelines No. 2004-01 dated January 8, 2004.
Please be informed that said type of guidelines are issued by the Department for its internal reference.
Conversely, may we note that said guidelines were issued in accordance with Section 447 (a)(I)(XI) , 458 (a)(I)(XI) and 468 (a)(I)(XI) of Republic Act No. 7160 or the Local Government Code of 1991.

May I ask for clarification?
As per your reply on April 6, 2022 you stated that DBM Budget Execution Guidelines No. 2004-01 dated January 8, 2004, Updated Rules and Regulations on the Grant of Additional Allowance and Other Benefits to National Government Officials/Employees Assigned to LGUs, that the said guidelines were issued by Department for its internal reference only, hence, can I infer to your statement that such guidelines cannot be use as basis for LGUs to grant allowances to NGOs anymore since we cannot obtain a copy from you? Thank you
