Good day!
I am Marc Macalinao, an MSc Energy Systems student of the University of Oxford. I am doing my dissertation on the effect of droughts on hydropower in the Philippines, currently looking at the Agno (Ambuklao, Binga, and San Roque) and Agus river basins.
For this reason, I would like to request for the daily water level and daily power generation of the following power plants from January 1, 1970 to December 31, 2022:
1. Ambuklao hydropower plant (HPP)
2. Binga HPP
3. San Roque HPP
4 to 10. Agus I to VII HPP
Thank you so much and I look forward to hearing from you soon.

Dear Marc Joseph,
Thank you for your request dated Jun 14, 2023 05:19:42 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Daily water level and daily power generation of Ambuklao, Binga, San Roque, and Agus I to VII HPP.
We received your request on Jun 14, 2023 05:19:42 PM and will respond on or before Jul 05, 2023 05:19:42 PM, in accordance with the Executive Order's implementing rules and regulations.

Dear Marc Joseph Macalinao,
I refer to my letter of Jun 14, 2023 05:19:42 PM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Daily water level and daily power generation of Ambuklao, Binga, San Roque, and Agus I to VII HPP.
In order for us to work further on your request, we need more information from you regarding your query. In particular, it would be helpful to know the reason why the study has to start from 1970. The information requested covers a 52-year period (1970-2022); hence our need to know the relevance of the information requested. Moreover, if the study is on the effect of drought, perhaps it is important to specifically identify the periods of drought and compare the data to sample periods for normal rainfall.
You may use the reply function on the eFOI portal at https://www.foi.gov.ph/requests/aglzfmVmb2ktcGhyIQsSB0NvbnRlbnQiFE5BUE9DT1ItOTAyMzQ1NDQ3MDY4DA, for request with ticket number #NAPOCOR-902345447068, to respond.
During the period of us awaiting your reply, your request will be put on hold. If we do not receive a reply on or before Sep 07, 2023 07:53:41 AM, your request will be closed.
We hope to hear from you at the soonest possible time.
Thank you.

Dear Sir/Ma'am:
Thank you so much for your insightful response to my query.
I will be looking for a statistical correlation between climate forcings (rainfall, max/min temperature, and wind speed from DOST-PAGASA) and water levels and power output. Based on my initial findings, periods of extended drought due to the El Nino Southern Oscillation (ENSO) phenomenon included an extensive drought in the early 1970's, so I am looking at that period with significant interest as well.
I am expecting a lag (of months? years?) between the onset of drought and the notable reduction of power output from our hydroelectric power plants -- a period I am interested to find in the data as well. For this reason, I may not choose specific years of drought as the lag period may vary depending on several factors. Choosing specific years may skew the results and affect the accuracy of the statistical analysis.
The primary rationale of my study is to find a trend between droughts and the country's hydropower supply, and predict how much hydropower we will lose in the future based on the trend. I think the findings of my study will benefit NAPOCOR and the DOE the most because the prediction data will aid in the planning and mitigation of power deficits. However, to conduct a proper statistical analysis, the study will require your help in the acquisition of significant amounts of data.
Thank you so much for your support and I hope we can work together and form a partnership towards this endeavor. If there is any more information I may supply to aid in my request, please feel free to contact me via the contact details I provided.
Sincerely,
Marc Joseph M. Macalinao, ECE, ECT
