had a heading;
"Foreign National Wanted for RA 9262, Rape Suspect Arrested in Dipolog"
and it has been claimed by the Chief of RPIO9 that this heading was added by the Chief of RICTMD Pro9, and not what was submitted by RPIO9 for publishing.

Attached is the alleged "Daily Journal" by RPIO Chief, received by RCITMD Pro9 for Publishing dated September 25, 2016, and if this is what was received by RCITMD, without the heading
Foreign National Wanted for RA 9262, Rape Suspect Arrested in Dipolog
Then it is RCITMD that has added the Libelous heading
Please provide what was received by RCITMD to confirm who has acted criminally and added a deceitful defamatory heading

Freedom of Information Decision Maker, PRO9, you are fully aware this Public Information is required in Court Monday morning in the Prosecution of a Criminal Case. If the information is not released prior, you have Obstructed Justice.
I have officially requested you give me (which is required to be given by law) a valid reason (which is required by law) for you extending the release of information by an additional 30 days, when you have already had 15 days, and in some Requests a lot more, and I have had no response.
