Dear Gemar Bulacoy,
Greetings!
Thank you for your request dated Apr 25, 2023 08:19:42 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.
This has reference to your inquiry where to undergo Cyber Crime Investigation to be used in securing height waiver.
Please be informed that under Sections 30-32 of Republic Act No. 6975 as amended by Section 14, Republic Act No. 8551 states that “No person shall be appointed as officer or member of the PNP unless he possesses the following minimum qualifications” such as “At least one meter and sixty-two centimeters (1.62 m.) in height for male and one meter and fifty-seven centimeters (1.57 m.) for female.”
Further, be informed that Pursuant to Section 30 of Republic Act No. 11549 or otherwise known as “The PNP, BFP, BJMP and BuCor Height Equality Act”. An act lowering the minimum height requirement for applicants of the PNP, BFP, BJMP and BuCor, amending RA No. 6975, as amended, RA No. 9263, and RA No. 10575, states that the minimum height requirement to be a member of the PNP is at least 157 cm for males and 152 cm for females. Provided, that a waiver for height requirement shall be automatically granted to applicants belonging to the cultural minorities/indigenous peoples.
In case, an applicant is below the minimum height requirement, he/she must secure/apply for height waiver at the National Police Commission (NAPOLCOM). The height limit for height waiver is also provided by the NAPOLCOM.
Furthermore, under NAPOLCOM Memorandum Circular No. 2013-004 dated May 21, 2013, applicants who failed to meet the height requirement may apply for grant of height waiver in order to be appointed as member of the PNP through the following:
1. Applicants who belong to any indigenous group may apply at the National Commission on Indigenous Peoples (NCIP); and
2. Applicants who are Muslim Filipinos may apply at National Commission on Muslim Filipinos (NCMF).
In view of the foregoing, skill on Cyber Crime Investigation is not one of the factors mentioned in granting height waiver.
