Hello, GCG! Please clarify CPCS Step Increment implementation. Everyone is meant to go back to Step 1 upon CPCS adaption unless their current wage is higher. Since everyone was moved to Step 1, shouldn't the step increment counting be reset to zero also?  Seniority will be ignored otherwise. Ex.:  2 employees in the same SG will reach Step 5 in Sep 2023 and Step 2 in July 2022. Since they all went back to Step 1, the supposedly newer staff (who'll get step increment in July 2022) gets a salary boost earlier than the other much more senior one? This is based on SSL and step increment history.

Good day, Team GCG! My initial request was character limited hence this reply for a clearer request. I would like to ask for clarifications on the implementation of the CPCS Step Increment. I understand that everyone is supposed to go back to Step 1 upon adaptation of the CPCS unless your current salary is higher than the Step 1 in the CPCS. However what boggles my mind is the step increment / length of service history application. Should the counting for the step increment reset to zero also since everyone was moved down to Step 1? Because if not, seniority will be disregarded. For example, two employees in the same Salary Grade, but on different Step Increment Levels: Step 5 on September 2023 and Step 2 on July 2022. Since their Step all went back to 1, the supposedly newer staff (the one who'll get step increment in July 2022) gets a salary increase earlier than the one who's far more senior than her? Meaning, seniority and the total length of service was fully disregarded? This causes demoralization to those who have served in the government for a longer period of time. Hope you can clarify this concern as soon as possible as many GOCC employees will be affected here, especially those who have dedicated their life in service for the Filipino people. I think they don't deserve this. Thank you very much.
