Please be informed that while cost of living is one of the standards/criteria for minimum wage determination pursuant to Republic Act NO. 6727, we do not compute it. Instead, Regional Tripartite Wages and Productivity Boards refer to consumer price index, inflation, purchasing power, poverty threshold, and family income and expenditure as proxy indicators for cost of living. Attached are relevant data from the Philippine Statistics Authority that you may want to refer to relative to your query.
