Department of Labor and Employment(DOLE)

According to http://hongkongnews.com.hk/top_stories/roldan-liable-for-misconduct/, there exists a 'POLO Manual' that outlines the processes, authorities, guidelines, and policies for POLO HK.

This manual was cited during proceedings against former Labor Attache Manuel Roldan.

I would like to obtain a copy of this manual. There is significant public interest in obtaining a copy of this manual as there are additioanl concerns that the current OIC at POLO HK is operating in violation of the manual.
