I refer to my letter of May 30, 2018 07:09:43 AM; about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Copies of SAROs.
Our apologies for the delay in responding to your request for the copies of Special Allotment Release Order (SARO) issued by the DBM on December 28 and 29, 2015.
Please be informed that we had to clear the said request from the DBM-Legal Service as some information may fall among the exceptions to the FOI (Executive Order. No. 2), one of which is document or information pertaining to matters is under litigation.
Likewise, we would like to note that processing of your request, which involves about 800 SAROs including those that will be coming from the different DBM Regional Offices, is taking some time because of the on-going preparation of the 2019 budget due for submission to the Office of the President on or before July 23, 2018.
Relative thereto, we would like to ask for extension to process your request until August 10, 2018.

You asked for Copies of SAROs.
Response to Request
Your FOI request is approved. Please be informed that copies of SARO released by the DBM on December 28 and 29, 2015 are ready for pick-up, to wit:
a. Certified true copies of SARO released by the DBM-Central Office;
b. e-Copies of SARO released by the DBM-Regional Offices.
We would like to note that in the case of SAROs released by our DBM-Regional Offices, we are providing the e-copies only (generated from our e-Budget system) instead of the certified true copies of the signed document. This is because the said documents will take some time again to be transmitted to the DBM-Central Office as the subject SAROs will be coming from the different regions/provinces.
You may pick up the requested documents at the DBM-Central Records Division located at:
Ground Flr., Bldg. III, Department of Budget and Management
General Solano Street, San Miguel, Manila
Kindly bring your ID to be presented to the DBM Records Officer.
