Your request pertains to loan and infrastructure agreements. Memorandum Circular No. 16, series of 2017, directs all departments to coordinate with the Department of Finance (DOF) on matters pertaining to loans, grants and guarantees. Upon further evaluation of your request, bearing in mind that the DOF is the repository of all loan agreements, permission to access the subject loan agreement must, therefore, be obtained from the DOF.
