I suggest implementing a system that limits individuals to acquiring just one or two SIM cards. Given that most mobile phones come with either one or two SIM card slots, users should be required to designate one SIM as their "Primary Phone Number" and the other as their "Secondary Phone Number." The "Primary Phone Number" should be regarded as the individual's personal and most actively used number, used for contacting family and friends, and for official purposes such as work and social media.
