Dear Sir/Ma'am,

Can I request for a confirmation letter from PAG-IBIG as proof that I do not have any existing loans? My employer, Accenture Philippines, does not accept the Statement of Account as proof that I do not have any loans.

Although my request can be considered a personal transaction which is not allowed in this facility due to the possible violation of the Data Privacy Act of 2012. 

I have seeing the replies below similar to my request:

"In reply to your request, kindly be informed that Section 3 of Executive Order No. 2, series of 2016 (Executive Order) grants every Filipino citizen the right to access information, official records, public records and to documents and papers pertaining to official acts, transactions or decisions, as well as to government research data used as basis for policy development. 

In accordance with the aforementioned Executive Order, the Pag-IBIG Fund People’s Freedom of Information Manual (Manual) also states that “Information for Disclosure” includes: information promoting the awareness and understanding of policies, programs, activities, rules or regulations affecting the public, government agencies, and the community and economy (Section 2 of the Manual). 

In other words, the nature and subject of requests for information pursuant to Executive Order No. 2, series of 2016 refer to the right of Filipino citizens to information on matters of public concern. It excludes requests pertaining to personal transactions with the Fund, which necessarily involves disclosure of personal information.

Considering that your request pertains to your personal transaction and record with the Fund, this is not covered under the aforementioned Executive Order and Manual. "

Does PAG-IBIG produce such letters aside from the Statement of Account or Loan Voucher? 

I hope the virtual PAG-IBIG would come up with the generation of Statement of Account, Loan Vouchers, and other materials needed by its members maybe next year or once the company's IT personnel get freed up from handling several plates at the same time. The only facilities it show are the contributions as well as the savings. Members sending messages to the PAG-IBIG email address and not able to receive any feedback from said agency can be depressing and frustrating.

I already received via email the Certificate of No Loan from PAG-IBIG email and hereby cancelling this request.

This refers to your eFOI request received on 07 August 2021 sent to the eFOI portal of the Home Development Mutual Fund (Fund) wherein you requested for a confirmation letter from the Fund as proof that you do not have any existing loans. According to you, your employer, Accenture Philippines, does not accept a Statement of Account as proof that you do not have any loans. In addition, you mentioned that you hope the Virtual Pag-IBIG would come up with the generation of Statement of Account, Loan Vouchers, and other materials needed by its members maybe next year or once the company’s IT personnel get freed up from handling several plates at the same time. You stated that the only facilities the Virtual Pag-IBIG shows are the contributions as well as savings. Moreover, you said that members who are sending messages to the Fund’s email address are not able to receive any feedback which, according to you, can be very depressing and frustrating.
