4 May 2020 Dear Atty. Cesar Beloria, Greetings! Thank you for your request dated 29 April 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You requested information on the following: (1) Complete list of SAP Beneficiaries in Bacolod City because of transparency in public transactions. Response to your request Unfortunately, this is not a valid Freedom of Information (FOI) Request. Thus, we are constrained to deny your request. However, you may contact the DSWD Social Amelioration Program Hotline Numbers at telephone number 16545 or by cellular phones through texting/calling 09474822864 (Smart), 09162471194 (Globe) or 09329333251 (Sun) or by e-mail at [email protected] to inquire about your concerns and/or report irregularities about the Social Amelioration Program brought about by the COVID-19 pandemic. As to the publication of names, the Department of Interior and Local Government has already ordered each barangay to publish the SAP beneficiaries. Thus, you could inquire at each barangay in Bacolod City regarding this matter. Further, since you are alleging possible corruption of city and barangay officials, they are under the direct supervision of the Department of Interior and Local Government (DILG). You may also wish to direct your concern to the DILG by submitting a request to them via this portal.
