6 November 2018 Dear Ms. Co: You requested for “All of the complaints, feedback, etc. with case statuses (response and/or resolutions) filed through the Grievance Redress Mechanism of KALAHI-CIDSS-NCDDP since it began in 2003 until October 2018.” Unfortunately, the request is covered under the list of exceptions under Annex B (Exceptions to Right of Access to Information) of the Memorandum of the Executive Secretary dated 24 November 2016, which provides: For the guidance of all government offices and instrumentalities covered by EO No. 2 (series of 2016), the following are the exceptions to the right of access to information, as recognized by the Constitution, existing laws or jurisprudence: xxx 4.
