Purpose: PAGIBIG Branch Schedule require and oblige members to be at 3 am in the morning have service number

The complain to PAGIBIG Imus Branch. Members require to be at the branch at 3am to get a service entry number to be distributed at 5:30 am. And it is totally unfair to members when some came at 5 am and it is only limited to 200 persons. This branch should have an online appointment schedule that regulates the time and schedule the number members more than 200 that sum up to 500 daily. Some of the members came from rural areas of Cavite. The security guards are rude. There is no social distancing when people lining up from 3 am to 5:00 am. The line reaches until to jeepney terminal.
11 February 2021 Dear MR. CHRISTOPHER FRANCIS FAUSTINO: This refers to your eFOI request received through the eFOI Portal of the Home Development Mutual Fund (Fund) on 24 January 2021. According to you, members were required to get a service entry number to be distributed at 5:30 a.m. You also aired your concern on their Housing Loan Restructuring Program procedure and the attitude of security guards as well as lack of social distancing. In reply to your request, kindly be informed that Section 3 of Executive Order No. 2, series of 2016 (Executive Order) grants every Filipino citizen the right to access information, official records, public records and to documents and papers pertaining to official acts, transactions or decisions, as well as to government research data used as basis for policy development. In accordance with the aforementioned Executive Order, the Fund’s People’s Freedom of Information Manual (Manual) also states that “Information for Disclosure” includes: information promoting the awareness and understanding of policies, programs, activities, rules or regulations affecting the public, government agencies, and the community and economy (Section 2 of the Manual). In other words, the nature and subject of requests for information pursuant to Executive Order No. 2, series of 2016 refer to the right of Filipino citizens to information on matters of public concern. It excludes requests pertaining to personal transactions with the Fund which necessarily involves disclosure of personal information. Considering that your request does not pertain to release of Information for Disclosure, this is not covered under the aforementioned Executive Order and Manual.
